Well, I haven't seen Nobody's Watching, but it's a sitcom, right? The difference in production costs between that and GF, which had lots of FX and action, must be pretty big.
Obviously there are differences in the examples, but WB had something that was garnering interest despite their best efforts to not let it out and they can't even slap what they've got on a DVD and see how it sells?
Besides, it's not like they didn't roll the dice on other series. Supernatural for one.
That, and if they weren;t prepared to pay for a one-hour with effects, they wouldn't have bothered going to pilot at all.
